About Pam Cotter

Committed to Caring for the Community

Pam has called Murray home since 1985 and has been deeply involved in the community for nearly four decades. Her commitment to service began in the Murray School District, where she volunteered as a parent, worked as a playground attendant, and later became a substitute teacher—a role she proudly held for over 30 years. In 2017, Pam was appointed to represent District 2 on the Murray City Council, filling a short-term vacancy. Her dedication and integrity earned her the trust of voters, and she was elected to the position in 2021.

As a City Councilwoman, Pam is known for listening to residents, standing up for fiscal responsibility, and prioritizing smart, transparent development. She’s not afraid to be the lone "no" vote when the community’s voice isn’t being heard, as she did with the Block One development. She advocates for fair pay for city employees, careful use of taxpayer dollars, and ongoing neighborhood improvements.

When she’s not working for the people of Murray, Pam enjoys spending time with her husband Bill—her partner of 48 years—their daughters Lisa and Laura, and her beloved granddaughter Miriam. Pam believes that strong communities are built through service, listening, and leadership rooted in local values.
